The dynamic definition of the problem focuses, not on what has to be done, but on how you do it. That is, you look at the things the users have to do to solve the problem. The main tool you use to structure your thinking on that dynamic behavior, to discover/understand what the dynamic behavior is, you do a use-case analysis."
